The pair, presidential legal adviser Denny Indrayana and former anti-corruption commissioner Mas Achmad Santosa, said they "happened" to spot Mr Tambunan in the food hall after being sent to the crowded island state to find him.
The two countries lack an extradition treaty but national chief of detectives Ito Sumardi and a small group of advisers were already waiting in Singapore for news of the fugitive.
The civilians did the detective work, however, leading to suspicion that, as usual in Indonesian policing, all was not quite what it seemed.
Dr Indrayana said Mr Tambunan finally agreed to take the two presidential advisers and the Indonesian police squad to a nearby five-star hotel where he and his wife were staying. They flew back to Jakarta yesterday.
But Indonesian Corruption Watch campaigner Febri Diansyah expressed concern the event had been "staged" to give the impression Indonesia was fighting corruption, when Mr Tambunan was a "small fish".
"There are serious doubts in this case, giving rise to two possibilities: either Indonesia can indeed get around the extradition problem, or (Mr Tambunan) in fact didn't flee at all, and the whole thing was staged with everyone's knowledge," Mr Diansyah said.
